ADVISORY COMMITTEE

The Republic of Guyana formally launched its Inter-Ministerial and Multi-Stakeholder Advisory Committee of the Green State Development Strategy (GSDS) on Thursday, January 25, 2018, at the Cara Lodge. The Advisory Committee is composed of the chairs and co-chairs of each of the seven thematic expert groups of the Green State Development Strategy and comprises of senior representatives from several government entities.

The selected representatives will provide political and technical advice, identify synergies and cooperation among other national efforts, policies and initiatives and ensure an integrated and multi-sectoral approach to the strategy.

The overall objective of the Advisory Committee is to guide and provide institutional support for the elaboration of the Guyana Government's commitment to a Green State Development Strategy.

The GSDS Inter-Ministerial and Multi-Stakeholder Advisory Committee has the following functions:

  • Provide political and technical advice, strategy guidance and institutional support for the elaboration and consultation processes of the GSDS;
  • Share information on the work and findings across the seven Thematic Expert groups and showcase best practices and inspire action;
  • Identify necessary synergies and cooperation among other national efforts, policies and consultation processes to support the elaboration of the GSDS, as well as to ensure an integrated and multi-sectoral approach for the GSDS;
  • Assist in identifying priorities, opportunities, constraints and gaps that need to be considered during the elaboration and integration of the GSDS;
  • Review periodically and provide inputs and feedback on the various drafts of the GSDS, and advise on necessary follow up actions to ensure the inclusion and timely delivery and endorsement of the GSDS;
  • Disseminate information regarding the GSDS with the aim of increasing the buy- in, and empowering the public's ability to provide input and act as Ambassadors for the GSDS.

MEMBER PROFILES

The Advisory Committee will comprise of the selected Chairs and Co-chairs from each of the seven Multi-Stakeholders Expert Groups.

The meetings of the Advisory Committee will be facilitated by the Department of Environment and the Ministry of Finance. The two institutions will provide input and guidance on agenda items and background documents for Advisory Committee meetings and will strengthen collaboration among members.

Dr. Nelson Modeste

Dr Modeste previously worked at the Guyana National Cooperative Bank in the 1980s after which he was recruited overseas by the University of Tennessee. He was recently appointed the Government's new Chief Planning Officer. His new job includes applying applicable laws, policies and agreements by re-engineering planning in Guyana under the government.

Ms. Roopnauth has been working as the Director of the Office of the Budget for the Ministry of Finance in the Cooperative Republic of Guyana Government for 11 years. Before that she invested time working in both the Ministry of Health and the Ministry of Trade, Tourism and Industry.

Chairman of the Board of Directors of the Guyana Revenue Authority (GRA) Mr. Lucas has been appointed the Executive Director for Economic Cooperation and Global Trade Investment within the Ministry of Foreign Affairs. He received a Bachelors in Social Science Degree in Economics from the University of Guyana, A Bachelors of Science Degree in Accounting from the University of Maryland College Park and his Masters in International Affairs from Carleton University.
